Commercial (COTS) Proposal Responses To Government / Aerospace RFQ's
With the end of the "Cold War" we have seen massive reductions in Government budgets. This has forced procuring agencies to re-think the procurement process. The new "magic" word is Commercial Off The Shelf (COTS) procurement. Basically this means that procurement organizations are trying to buy hardware, tools and services from commercial vendors at reduced costs compared to typical military procurement.
Unfortunately, most procuring agencies, be they government procuring agencies or aerospace / commercial prime contractors, have very little idea how to accomplish this task. This results in typical "military" style procurement requests being sent to commercial vendors who have never dealt with the mounds of paper required to participate in these procurements.
